South Africa continues to face a violence epidemic that drains national budgets, overwhelms social services, and leaves communities trapped in cycles of harm. Despite billions spent every year on response systems — policing, courts, crisis services, emergency shelters and awareness campaigns — violence continues to rise. Gender-based violence alone costs the country R28–R42 billion annually, yet prevention receives only a fraction of the national budget.

Today, Khulisa Social Solutions is calling for an urgent shift: from reacting to harm to preventing it.

THE PROBLEM: A REACTIVE SYSTEM THAT CANNOT KEEP UP

Across the country, GBV, school bullying, family conflict, community retaliation, and interpersonal violence continue to escalate. The current system largely intervenes after harm has occurred — through emergency responses, investigations, medical treatment, and crisis-driven support.

While these services remain essential, they do nothing to stop the next incident.

South Africa has normalised a model in which violence is expected, absorbed, and funded — instead of prevented. The result is an expensive, overburdened, and unsustainable system that manages the fallout but not the root causes.

THE SOLUTION: COMMUNITY MEDIATION — A LOW-COST, HIGH-IMPACT INTERVENTION WITH PROVEN RESULTS

Khulisa is highlighting one of the most effective prevention tools already available in South Africa: community-based mediation.

For approximately R150,000 per year, a single community can support a team of 10 trained mediators who:

• Manage around 45 cases every month
• Reach 1,000+ people directly and 1,500–2,000 indirectly each year
• Prevent retaliation, GBV escalations, family breakdown, school violence, and neighbourhood conflict
• Reduce SAPS caseloads, court backlogs, emergency medical costs, and the burden on social workers

Economically, the case is undeniable:

• Preventing only 10 escalated cases per year offsets the entire R150,000 annual cost.
• In practice, mediators prevent dozens of cases that would otherwise cost SAPS, courts, hospitals, and municipalities far more.

The EU-funded JARP study demonstrated:

• 84% case resolution rate
• 95–97% survivor satisfaction
• 87–97% offender accountability
• Over 88,000 indirect beneficiaries

More recent Khulisa cases — from Alexandra to Rustenburg, Musina to Soweto — show the same pattern: mediation stops violence where it begins.

THE ASK: SOUTH AFRICA MUST PRIORITISE PREVENTION IN ITS NATIONAL VIOLENCE-REDUCTION STRATEGY

Khulisa is calling on government, corporates, international donors, and municipalities to invest in a national community mediation programme that embeds trained mediators in every community across South Africa.

This requires:

• Dedicated annual funding for mediation teams
• Integration of mediation into DSD, SAPS, schools, and municipal systems
• Recognition of mediation as an essential violence-prevention service
• A shift from symbolic expenditure (awareness campaigns) to measurable prevention outcomes

The return on investment is clear. The social impact is immediate. The evidence is irrefutable.

South Africa is spending billions responding to violence. It is time to invest in stopping it.
