Blouberg, Limpopo | Khulisa Social Solutions has concluded a series of community dialogue circles in Blouberg that have surfaced the causal factors behind persistent social dysfunction, exclusion, and vulnerability. These dialogues form part of Khulisa’s EmpowerAbility Programme, a long-term, evidence-based approach that strengthens community capability, institutional capacity, and social cohesion.

Rather than addressing social challenges in isolation, the EmpowerAbility Programme collaborates with communities to identify and tackle systemic barriers that hinder people’s access to rights, services, and opportunities. The Blouberg dialogues united women, youth, persons with disabilities, caregivers, local NGOs, traditional leaders, educators, and service providers to share lived experiences and co-develop solutions.

Who is Khulisa Social Solutions

Khulisa Social Solutions is a South African non-profit organisation with nearly thirty years of experience working in under-resourced communities. Khulisa specialises in social cohesion, community dialogue, institutional capacity-building, and trauma-informed approaches that transition communities from crisis response to sustainable development.

Through the EmpowerAbility Programme, Khulisa combines dialogue circles, community research, psychosocial support, and organisational capacity-building to help communities progress from dependency to agency.

What the Dialogues Revealed – Causal Factors, Not Symptoms

The Blouberg dialogues consistently highlighted that social challenges are driven by interconnected systemic failures, including:

• Exclusion from essential services and infrastructure, especially for persons with disabilities, despite strong constitutional and policy protections.
• Rights that exist on paper but remain inaccessible in practice due to weak service integration, unclear referral pathways, and limited local capacity.
• Unaddressed trauma and psychosocial distress that fuel gender-based violence, school disengagement, family breakdown, and risky behaviour.
• Poverty and economic exclusion act as risk multipliers, increasing vulnerability to violence, hunger, and long-term marginalisation.
• Fragmented institutions and under-resourced NGOs lead to service gaps, duplication, and a lack of coordinated community response.

From Dialogue to Structural Solutions

In response to these findings, Khulisa is working towards establishing a multi-purpose community centre in Taaibosch, where integrated services can be provided in one accessible, safe space. This centre is envisioned as a practical response to the systemic gaps identified through the dialogue process and will form a core part of the EmpowerAbility Programme in Blouberg.

The proposed centre will enable:

• Integrated psychosocial, disability-aware, and community support services
• Safe spaces for dialogue, trauma healing, and rights-based education 
• Skills development and livelihoods pathways connected to local economic opportunities 
• Support for children, youth, women, caregivers, and persons with disabilities 
• Coordination between NGOs, government agencies, and community leaders

EmpowerAbility turns community knowledge into practical plans, partnerships, and evidence that can guide funders, municipalities, and development partners.
